Key regulatory update published in the Official Gazette on April 17, 2026: What’s Changing in Corn Imports?
With the Presidential Decree, a tariff quota of 3,000,000 tons has been introduced for corn imports, with a customs duty rate of 5%. The quota will be valid for the period April 20 – July 31, 2026.
In this framework, the Communiqué issued by the Ministry of Trade clarifies the allocation method, application procedures, and usage principles.
Highlights:

  • Allocation will be based on the First-Come, First-Served method (BSGTY)
  • Applications are made during customs declaration by selecting the relevant exemption code
  • Allocations will follow the chronological order of declaration registration numbers
  • A maximum quantity limit per declaration will apply
  • Importers will not be able to benefit from the quota again within 3 days following the declaration date

This regulation aims to enhance transparency and predictability in import processes while ensuring a more disciplined quota utilization system.
Companies involved in import planning are advised to review and align their processes with this new framework.
