A new regulation published in the Official Journal on May 6, 2026 has revised the plant health control framework covering the import, export, and transit of plants, plant products, and related materials.
Here's what's changed:
📌 Import procedures now follow a 3-stage official control system: document review, declaration check, and plant health inspection.
📌 Digital process management through the Plant Quarantine Registration and Tracking System (BKKTS) has been expanded.
📌 Rules around entry restrictions and return procedures for wooden packaging materials that don't meet ISPM 15 standards have been clarified.
📌 Procedures for shipments found to contain harmful organisms — including return, quarantine, and destruction — have been detailed.
📌 Implementation rules for transit, free zone, and re-export operations have been updated.
📌 Provisions on Phytosanitary Certificates and e-certification have been broadened.
