The Ministry of Trade of the Republic of Türkiye has initiated an anti-circumvention investigation regarding certain textile imports originating in/exported from Kosovo, according to the Communiqué published in the Official Journal on 6 May 2026.

The investigation covers “woven fabrics of synthetic filament yarns (for apparel use)” classified under HS Code 54.07.
The Communiqué states that the investigation will assess whether the anti-dumping measures currently imposed on products originating in the People’s Republic of China are being circumvented through shipments routed via third countries. Similar investigations and extensions of measures had previously been applied to imports connected with the Philippines, Bulgaria, Greece, Malaysia, several EU member states, Bosnia and Herzegovina, North Macedonia, and Egypt.
According to the data shared by the Ministry:
 • Imports from Kosovo increased from 23.4 tons in 2023 to 1,112 tons in 2025.
 • Import unit prices from Kosovo were found to be close to the price levels of Chinese-origin products.
The Communiqué further provides that imports originating in/exported from Kosovo will be subject to provisional securities at the level of the current anti-dumping measures throughout the investigation period.
