06 Aralık 20252026 Production Input Exemption Application Processes: A Concise and Clear Guide
The presentation titled 2026 Production Input Exemption Application Processes, shared by the Istanbul Provincial Directorate of Industry and Technology, clearly explains the purpose of the production input exemption, the application steps, required documents, and the conditions for benefiting from the exemption.
What is the purpose of the Production Input Exemption?
The aim is to ensure that manufacturers producing safe and technically compliant products are not adversely affected by import-related obstacles. It should be noted that the issuance of an exemption letter does not mean that the products are exempt from technical regulations.
How is the application submitted?
The manufacturer, or the supplier importing on behalf of the manufacturer, completes the Production Input Exemption Application Form available in the E-Services section of the Ministry's website and submits the application digitally.
Key conditions considered during the application
The final product for which the application is being made must appear in the Industrial Registry Certificate and capacity report. The input product to be imported must be listed appropriately in the capacity report. The quantity of input for which exemption is requested must not exceed the consumption quantity stated in the capacity report.
Which documents are required with the application?
According to the presentation, the following documents are generally required. A signature circular, a power of attorney if authorization exists, and if applying through a supplier, an undertaking specifying the input product and quantity along with the signature circulars of both parties. Test reports and declarations of conformity related to the technical regulations of the final product are also required. For inputs to be used in final products outside the Ministry's area of responsibility, a TSE Production Input Exemption Preliminary Assessment Report is additionally required.
Important warning regarding incomplete or incorrect documents
If documents are uploaded incompletely or incorrectly, for example in cases such as an incorrect HS Code application, supplementary documents will not be accepted afterwards by email. The application will be cancelled and a new application must be submitted.
Which products are not eligible for production input exemption?
The presentation clearly states that certain products are not accepted as input products. For example, applications may not be accepted for products such as adapters or charging units that are not integrated into the final product, certain lighting sources, and batteries that are not included in the conformity assessment.
Criteria for benefiting from the exemption
Final products and inputs that do not comply with technical regulations cannot be subject to the exemption. Companies that have not completed the documentation for their final product and have not commenced production cannot benefit from the exemption. The input product must be a component relating to the core function of the final product, and products of an accessory or ancillary nature are not considered eligible for the exemption.
Sanctions, in brief
If the exemption is used outside its intended purpose or if an irregularity is detected, the exemption letter may be cancelled and the company may be permanently barred from benefiting from the exemption.
