20-Fold Authority Introduced for Limit Increases in Micro Exports

An important development for companies engaged in micro exports and e-exports has been published in the Official Gazette. The limit increase authority set out in Article 126 of Presidential Decree No. 2009/15481 on the Implementation of Certain Articles of the Customs Law has been expanded, paving the way for further increases to the limits applicable to export procedures carried out through postal and express cargo companies.

What were the existing micro export limits?

Under Article 126, customs procedures for goods subject to the export regime can be carried out by postal and express cargo companies within certain limits. These limits, which were previously 30 kilograms and 1,500 euros, were increased tenfold through an amendment made on April 22, 2022, to 300 kilograms gross weight and 15,000 euros, and are currently applied at these levels.

What has changed now?

Through Presidential Decree No. 10664 published in the Official Gazette dated December 5, 2025, the limit increase authority in Article 126 has been raised from the expression up to tenfold to up to twentyfold. This change signals that a forthcoming regulation could increase the limits once again.

What is the expected direction?

Following this expansion of authority, the possibility of a new regulation raising the export limits applicable to simplified customs declaration procedures under postal and express cargo to 600 kilograms gross weight and 30,000 euros appears to have strengthened. This could mean that companies engaged in micro exports and e-exports may be able to manage higher-value shipments more easily through the same channel.

What else is in the Decree?

Presidential Decree No. 10664 also includes the following changes. An amendment was made to a phrase in Article 19, with the expression aircraft engines added to the scope of vehicles. A paragraph was added to Article 89 concerning procedures such as destruction, distribution, and symbolic-price sale of goods admitted into free circulation duty-free within the scope of UEFA events. Provisional Article 4 was repealed.

In summary, the increase of the limit-raising authority to twentyfold is a strong signal that limits for exports via postal and express cargo may be increased again in the near future. It would be beneficial for companies engaged in micro exports to closely monitor the forthcoming regulation.
