What has changed?
According to the Regulation published in the Official Gazette on 24 June 2026, the Regulation on the Determination of the Preferential Origin of Goods in Trade under the Bilateral Cumulation of Origin System, which entered into force on 31 December 2025, has been repealed in its entirety.

What does this mean?
The specific legal framework governing preferential origin rules under the Bilateral Cumulation of Origin System will no longer apply.
Consequently, the provisions introduced for determining the preferential origin of goods within the scope of this system have been abolished.
Exporters, importers, and customs professionals will need to closely monitor any new arrangements and the updated regulatory framework governing preferential origin procedures.
