Import Inspection of Products Subject to the Control of the Ministry of Agriculture and Forestry (PSD: 2026/5)

The Import Inspection of Products Subject to the Control of the Ministry of Agriculture and Forestry Communique, designated as Product Safety and Inspection: 2026/5 and published in the Official Gazette on December 31, 2025, has brought the import of products falling within the control area of the Ministry of Agriculture and Forestry and listed in the annexes of the Communique within the scope of conformity inspection. With this regulation, the import inspection process to be applied for the entry of these products into Turkey has been framed and import procedures are aimed to be carried out in compliance with the relevant legislation.

This regulation is not limited solely to free circulation entry procedures but also finds application across different customs regimes used in import transactions. For imports of products listed in the annexes of the Communique, conformity inspection processes must be completed in accordance with the import regime applicable to the product, and the required documents must be presented in customs procedures.

The products within the scope of the Communique include a large number of product groups under the control of the Ministry of Agriculture and Forestry. The product groups most frequently encountered in practice are generally grouped under the following headings: live animals, meat and offal products, fish and seafood, milk and dairy products, eggs and egg products, animal fats and products of animal origin, animal by-products, and feed and feed raw materials.

For import procedures to be completed within the scope of the Communique, the conformity of the product subject to import must be assessed within the framework of the inspection process conducted by the Ministry of Agriculture and Forestry, and the necessary procedures must be completed based on the outcome of the conformity inspection. During the import process, correctly declaring the product based on its HS Code and checking whether it is listed in the annexes of the Communique are of importance for ensuring that procedures proceed without issue.

For this reason, the most sound approach for importers is to clarify the product scope before importation, prepare application and documentation processes completely, and incorporate the inspection process into import planning. In this way, it will be possible to complete the import process in compliance with legislation without experiencing delays in customs procedures.
