09 Nisan 2025Declaration and Inspection Deficiencies in Non-Commercial Temporary Export (108027133)
In its letter dated 09.04.2025 and numbered 00108027133, the General Directorate of Customs of the Ministry of Trade of the Republic of Türkiye identified significant deficiencies in the declaration and inspection processes of non-commercial temporary export transactions (Annex-71 of the Customs Regulation). It was noted that such deficiencies could pave the way for risky practices, such as presenting goods as if they had been exported abroad and then re-imported.
Key Findings in the Review Report
• Annex-71 form not completed in accordance with procedures
• Required copies not properly arranged
• Absence of information, documents, or visuals proving the identity of the goods
• Failure to conduct identity verification at the exit stage
• Incomplete records in the Temporary Export Declaration and Undertaking Registration Book, containing only exit details without recording re-entry of goods
• Lack of identifying information regarding the personnel conducting the inspection
Directive
In this context, greater attention is required in temporary export transactions regarding declaration, inspection, identity verification, and record-keeping. Related customs administrations are instructed to be duly warned to ensure compliance.
