26 Mart 20252025 Decision on PEM Rules of Origin: Existing Rules and Cumulation Continue
Within the framework of the Pan-Euro-Mediterranean (PEM) Preferential Rules of Origin Convention, to which Türkiye is a party, an important development has been announced. According to information conveyed by the Turkish Exporters Assembly on 24.03.2025, the PEM Joint Committee has decided that the existing rules of origin and the cumulation opportunities provided under these rules will continue for the period 1 January – 31 December 2025.
Transitional Provisions in the Balkans
It is stated that, under PEM Joint Committee Decision No. 2/2024 regulating transitional provisions in cross-cumulation, the European Commission has announced a note regarding the list of countries applying these provisions. Although not yet published in the EU Official Journal, the note indicates that transitional provisions will be implemented across all Balkan countries.
What Does This Mean for Exporters?
With this development, under free trade agreements with the relevant countries:
• Inputs originating in the EU, EFTA, and other Balkan countries may be used.
• Goods originating in these countries may be exported to Türkiye through the relevant countries.
Additionally, since Türkiye is applying the transitional provisions, Turkish exporters will be able to use cross-cumulation opportunities under the old rules to export to all Balkan countries.
