What Turkish Exporters Must Do in the Electronic Customs System (Import Control System – ICS)

EU Import Control System (ICS) Road and Rail Process Begins: Setup Window and Transition Timeline
In its letter dated 18.04.2025, the Directorate General for International Agreements and the European Union announced that the operational process of the Import Control System (ICS) within the Electronic Customs System for road and rail carriers will begin on 1 April 2025.
The letter states that carriers must contact the National Service Desks of the EU member state where they obtained their EORI number and request a “Setup Window” no later than 1 March 2025. However, it was noted that preparations have not been fully completed on time.
Therefore, it is emphasized that Turkish exporters and industry representatives should promptly submit their “Setup Window” requests to the relevant EU customs authorities. The system transition period will be implemented between 1 April 2025 and 1 September 2025.
Export customers should be informed when necessary, and the Export Department must closely monitor developments in ICS legislation to prevent operational disruptions.
