Surveillance Document Requirement Expanding in Imports: A New Process Begins for Companies

Another significant change is entering into force on the import side. With the Ministry of Trade's new measure, a surveillance document requirement will be introduced for imports of certain products. This application aims to protect market balance for specific goods, enable closer monitoring of low-value imports, and ensure that import processes proceed in a more controlled manner.

A surveillance document is an official document issued by the Ministry for the product to be imported and which must be presented during the import process. Under the new regulation, for the HS Codes specified, if the declared unit price of the product falls below the determined threshold, the import procedure cannot be completed without obtaining a surveillance document. For this reason, companies engaged in import planning must check whether a surveillance document is required before each shipment.

The fact that applications will be submitted digitally is an important element of the process. Importers will be able to apply electronically with a digital signature through the Ministry's relevant systems. The authorized units may request additional documents or further information when evaluating applications if deemed necessary. This makes complete and accurate management of document preparation and the application process more critical than ever.

The application may also have a direct operational impact on companies. Failure to obtain the surveillance document or delays in the process may result in extended waiting times in customs procedures, increased cost burdens, and disruptions to delivery schedules. For this reason, companies that import on a regular basis will gain a significant advantage by intensifying HS Code-based checks, analyzing price criteria in advance, and completing documentation processes before shipments commence.

In short, the surveillance document requirement marks the beginning of a new control period in import procedures. For a smooth process, companies need to closely monitor both legislative updates and product-specific criteria, submit their applications on time, and manage their customs processes proactively.
