28 Ekim 2025Inward Processing Certificate Duration Shortened for Chemical and Mineral Products: Inward Processing Regime Circular Updated
An important regulation has been published that closely concerns companies exporting chemical, mineral, and healthcare industry products. With the newly published Export Circular No. 2025/2 on the Inward Processing Regime for Chemical, Mineral, and Healthcare Industry Products, an update has been made to the Inward Processing Regime application.
According to the statements made, the existing legislation was reassessed due to the changing conditions and sector dynamics that exporters face in international markets. Within this scope, the previous circular was repealed and replaced by the new circular.
The most notable point of the new regulation is the shortening of Inward Processing Certificate durations. Accordingly, the certificate duration is being reduced from 9 months to 8 months, and this change will enter into force as of December 1, 2025. This makes timeline management more critical particularly for companies engaged in import, production, and export planning.
The circular also includes certain innovations that may facilitate application for companies. Notably, it allows processing activities subject to different maximum foreign exchange utilization rates to be carried out under the same Inward Processing Certificate. In addition, simplification-oriented changes have been made to the text and a clearer framework for application is targeted.
In summary, it is important for companies using Inward Processing Regime procedures in the export of chemical and mineral products to update their processes taking into account the changes in certificate durations and the new application details.
