With the revaluation rate for 2025 determined at 25.49%, certain monetary amounts set out in customs legislation have been revised. Within this scope, the amounts specified in Article 241 of Customs Law No. 4458, Article 122 of Presidential Decree No. 2009/15481, and Articles 500 and 584 of the Customs Regulation have been updated.
One of the most notable changes was seen in the irregularity penalty regulated under the first paragraph of Article 241 of Customs Law No. 4458. Accordingly, while the irregularity penalty was applied at 1,191 TRY in 2025, it will be applied at 1,494 TRY following the update.
Certain authorization and penalty amounts on the Customs Regulation side have also been revised. The amounts related to the refund authority under Article 500 of the Regulation have been increased. Accordingly, the amount specified in subparagraph (a) will be applied as 4,730,000.00 TRY, the amount in subparagraph (b) as 47,397,000.00 TRY, and the amount in subparagraph (c) as 47,397,000.00 TRY.
In addition, the irregularity penalty set out in Article 584 of the Regulation has also been updated to 1,494 TRY. These changes are of particular importance for companies managing document and declaration processes in customs procedures, as they can directly create financial risk.
In summary, penalty and authorization amounts in customs legislation have been increased following the revaluation rate update. With the irregularity penalty rising to 1,494 TRY, it should be kept in mind that even seemingly minor errors can generate higher costs for businesses.
