Recent amendments to the Export Regulation have added provisions for e-commerce and introduced significant updates to consignment export procedures. With the new regulation, the scope of e-export has been clarified, while permissions, notifications, and deadlines in consignment exports have been reshaped. The changes are now in force.
New Definitions Added to the Regulation
- Simplified Customs Declaration: Defined as the electronic declaration system used by operators for certain goods transported via post or express cargo.
- Electronic Export (E-Export): Defined as distance sales of goods to another country via remote communication tools, declared as e-commerce, and carried out in compliance with export and customs legislation.
- Consignment Export: Expanded to include not only shipments to foreign buyers and agents but also deliveries to overseas marketplaces and e-commerce platforms within the scope of e-export.
Updates in Consignment Export Practices
- All consignment export applications will now be finalized directly by the Secretariat General of Exporters’ Associations.
- The deadline for exporters to notify the Exporters’ Association of a definitive sale has been extended from 30 days to 120 days.
- This notification must also be submitted to the intermediary bank.
- The Secretariat General will forward definitive sale information within 5 days to both the intermediary bank and the relevant customs office.
Post and Express Cargo Consignment Exports
• Consignment exports carried out with simplified customs declarations will be subject to the communiqué on postal and express cargo customs procedures.
• Goods shipped under this model must be definitively sold within 1 year from the date of export, and this period cannot be extended.
